What Is RTI?

Response to Intervention (RTI) is a framework built on three tiers of instruction and intervention provided to students who struggle with academic work. It is also called "Multi-tiered systems of support," or MTSS.

  • Tier 1 consists of high-quality core instruction founded on research-based best practices and delivered to all students.
  • Tier 2 involves instructing students in "pull-out intervention." This typically consists of a group of students who receive focused instruction in study skills, problem solving, and other areas needing improvement.
  • Tier 3 is a more concentrated form of pull-out intervention in which specialized teachers work with students, either one-on-one or in small groups, to develop basic skills.

What Does the RTI Framework Include?

RTI is a collection of events, resources, services, and school-based commitments. In addition to the three tiers of intervention, RTI consists of universal screening to determine levels of intervention required, progress monitoring, data-based decision making, and district commitment in the form of leadership and well-trained intervention staff.
